About 7 million children are uninsured because their parents believe
they do not qualify for free or low-cost health insurance through
the government, according to a study released today by the Covering
Kids program of The Robert Wood Johnson Foundation.
The survey showed that about four of five parents of eligible children
would enroll their children in the Children’s Health Insurance Program
(CHIP) if they knew they qualified.
CHIP, created in 1997, is a health insurance alternative for families
who do not qualify for Medicaid, but do not earn enough to purchase
private insurance. About 3 million children were enrolled in the
program in 1999.
Parents most likely to mistakenly believe their children are ineligible
for low-cost health insurance are from households with two working
parents or income above $25,000, according to the study.
