The House approved legislation in a 412-1 vote yesterday that would
allow physicians to administer federally controlled substances to
treat patients addicted to heroin and other opiates.
Under
the Drug Addiction Treatment Act, qualified physicians who are already
registered with the Drug Enforcement Agency could obtain a three-year
waiver to bypass DEA requirements for administering schedule IV
or V drugs for addiction treatment.
Proponents
of the bill hope it will eventually become easier for physicians
to dispense buprenorphine, which when taken with naloxone, has been
found to be less addictive than methadone.
The
bill "would open up a new front in the war on drugs," and "makes
a start" towards addressing the problem of addiction, said House
Commerce Chairman Thomas Bliley, R-Va.
